What it is¶
AuthorityGateGKR decides the handling authority a claim requires: which tier handles it, whether it qualifies for an express segment, and which conditions block it. It reads dimensions published by the upstream tools rather than deciding any of them itself. Four tools once each decided authority for themselves; the ruling is that the question belongs to the gate alone, and the rest were duplicating a decision they could not see the inputs for .
What it reads¶
The signed Auto thresholds set liability tiers by the canonical enum, indicators on integer fraud weights, reserve bands on gross stated exposure at 25k, 100k and 500k, coverage verification from extractor signals, litigation to supervisor, a fatality director block, and an express segment with no subrogation condition. Subrogation never raises authority . The first seeded matrix was not signed off: its enums did not match the tool outputs, the fraud threshold assumed a 0 to 1 scale, the reserve dimension read the subrogation recovery class, and the coverage dimension held only suit-or-demand.
Two gate-side conditions stand on the Auto reseed: the coverage dimension must read coverage_result verification_status and concerns rather than the flat adapter block, and the liability dimension must read liability_verdict rather than primary_result. A policy_source of fnol_stated reads as not verified. An unresolved primary reserve head forces a provisional posture rather than a low number reaching the gate. Seed-time trigger field validation fails the seed, not warns.
The invariant¶
Authority never lowers on fact removal, and a missing upstream never makes fast-track likelier. This is the gate's monotonicity invariant under the evaluation kit, alongside coverage never moving toward covered and CCI never lowering, and the fuzzer exercises it . The gate is step 5 in the Auto and Property lineup, after coverage and liability, and it is where the first pipeline-level invariants land.
