CCIEvaluatorGKR
What it is¶
CCIEvaluatorGKR computes the claims complexity index, a governed score that routes a claim by how much handling it will need. It is a rules-over-facts tool and takes the standard evaluation kit unchanged: generated contract, signed scenario spec with removal axes, per-criterion runner, static coverage of the record graph, invariant fuzzer, corpus mutation and the fix protocol . The dimensions it scores and the records it reads are not yet documented in the sources; the as-built inventory will carry them.
The invariant¶
CCI never lowers on fact removal. Removing a fact from a claim may leave the index where it is or raise it, never reduce it, because a claim about which less is known is not a simpler claim. This is the tool's own monotonicity invariant, added on top of the kit, in the same family as coverage never moving toward covered, authority never lowering, and a missing upstream never making fast-track likelier .
The program's expectation for indeterminate dimensions follows from the invariant: when a dimension cannot be scored because its facts are indeterminate, the index carries a provisional ceiling rather than a lower figure, the same posture the reserve takes when its primary head is unresolved. Whether the evaluator implements this today, and how it names the missing fields, is not yet documented.
Position in the lineup¶
CCI is step 7 in the Auto and Property lineup, after SID Phase B and before reserve, and each tool is brought through the six-step cycle for both LOBs before the next begins . It runs after the authority gate has landed the first pipeline invariants, so its own contract can be checked against them. WC and GL reuse the contract afterwards and add records.

The index scores five dimensions and takes the ceiling, with one floor .

A claim carries every injury and damage class it meets and the level is the ceiling across them. An indeterminate dimension marks the ceiling provisional and never raises the level, which is the tool's monotonicity invariant. The complexity spec records (one per line of business, COMPLEXITY-SPEC-AUTO-001 and its siblings) are approved, not yet active.
